Mission: The
CBI provides criminal investigative support to Law Enforcement agencies
within the state of Colorado. The Colorado Revised Statutes (CRS)
enables the CBI to prevent, detect and investigate criminal activity throughout
the state.
Investigative Support Services is divided into two primary
areas, Laboratory Services, with its myriad of highly specialized investigative
forensic disciplines, and the Major Crimes Unit.
Laboratory
The laboratory system was created to provide forensic analytic
assistance to law enforcement agencies throughout Colorado and includes
satellite laboratories in Montrose and Pueblo. Crime scene support
is also provided for certain types of criminal investigations.
The laboratories are an integral and essential part of the
State's law enforcement structure. Their primary purpose is to provide
highly specialized analytical support to all law enforcement agencies
within Colorado who could not afford to obtain this service within their
own agency due to the sporadic need and necessity of expensive instrumentation
and specially trained staff. The regional state laboratories realize
a significant demand to maintain competent and qualified scientific staff
to serve as analysts and expert witnesses in aid to the criminal justice
system.
The following sections are designated within the laboratory
system to maintain the degree of specialization necessary.
Latent Fingerprint and Impressions - This section performs
the following analysis, comparisons, or service:
- Latent print processing and development
- Latent Fingerprint comparisons
- Unidentified deceased identification
- Shoe and tire track comparison
- Impressions comparison and identification
- Physical match identification
- Photography
Criminalistics and Trace Evidence - The functions performed
are as follows:
- Drug and controlled substance analysis and quantification
- Alcohol analysis
- Arson analysis
- Gunshot residue analysis
- Glass comparison and identification
- Paint comparison and identification
- Miscellaneous chemical identification
- Explosive identification and analysis
Firearms and Toolmark Identification - This group is responsible
for the following
- Firearms mechanical function testing
- Maintenance and catalog of firearms collection
- Bullet and cartridge case comparisons
- Toolmark comparisons and identification
- Firearms proximity testing
- Weapon identification
Serology - This program within the lab system handles
the following analysis:
- Blood stain identification and grouping
- Whole blood identification and grouping
- Seminal and body fluid stain identification grouping
- Spermatozoa identification
- Biological analysis and assay
- Bloodstain pattern analysis
DNA - This program, which became operational in August,
1994, involves the following functions:
- Blood stain identification and comparison
- Seminal and body fluid stain identification
- Hair identification and comparison via cellular materials
Hair and Fiber Analysis - This section is charged with
performing the following:
- Human and animal hair identification and comparison
- Animal, vegetable, and synthetic fiber identification and comparison
- Analysis and identification of skeletal and bone remains
Questioned Document Analysis - The following work is conducted
in this section:
- Handwriting comparison and forgery detection
- Identification and comparison of printing, typing, and
duplicating machines and other document production devices
- Paper identification and comparison
- Ink identification and comparison
- Indented writing detection
- Recognition of document modification
